Glenn Penfold

Glenn Penfold is a partner in the public law team at Webber Wentzel and a visiting adjunct professor at Wits University. He holds BA and LLB degrees from Wits, an LLM from the University of Cambridge and a PhD from Wits.
He specialises in constitutional and administrative law and advises public and private sector clients in a range of regulatory contexts, including healthcare. He was a member of the legal teams that successfully challenged the dispensing fee for pharmacists and the 2007 Health Reference Price List, and is currently acting for the South African Private Practitioners Forum in a challenge to the National Health Insurance Act.
He regularly publishes in the area of public law and has co-authored two textbooks. Together with Professor Cora Hoexter, he co-authored the third edition of Administrative Law in South Africa and is a co-author of Constitutional Litigation.
